Except that language tags are centrally allocated (by IANA). URIs aren't.
Practically anyone (who has Internet access at all) can allocate an
arbitrarily large range of URIs.

Just for reference, the Postal Service (in the U.S. at least) has nothing
to do with house numbers: they are assigned by whatever passes for a
city or county planning commission.
