You do not have to wait for someone from OASIS to answer this. OASIS per se
does not operate that way (i.e. "undertake...conformance initiative"). You and
others can undertake it within the OASIS framework; visit http://oasis-open.org/committees/index.shtml
and from there visit  http://oasis-open.org/committees/process.shtml -- put together
the right people, consult with the Interoperability & Conformance TC (you don't have
to, but it'd be a good idea), and off you go.
