Streamable, but nobody can find any dox to see if it's good for seeking
(pulling out a little bit of it from an XPath without needing to read the
whole thing, given random access to the entire thing)
Configuration files and interactive editing are killer apps for seekable
file formats, which can have a DOM interface.
