That last root is an "in the eye of the beholden" issue. In the end, the
"common" people
get to choose among risks chosen for them. This isn't a bad thing, but as
events are proving,
it is a very real thing.

When different methods are available, then the common person will be able to
decide
which set of risks they choose to accept. In any case, it is still in
everyone's best interest to identify risks and to foster effort to
reduce risk.
