Well, as others have noted, there are no circularities. Clearly the
dependencies increase as you go to deeper layers -- but then the problems
being tackled are bigger, so more complexity is to be expected.

And, when compared to the 2898 Internet RFCs ... the diagram must seem
quite simple!
