Jason,
PIs might be workable for Kurt's needs except that he's talking
about references to undeclared general text entities that already
exist in some XML documents he is receiving. If he could get the
suppliers of the documents to use PIs instead of text entities, he
could probably get copies of their DTDs instead. Undocumented PIs
would basically just be a variation on undocumented text entities.
