Unexpected maybe, but not an exception :=) .
The W3C has created pages on most (if not all) the URIs used as
namespaces. Try for instance:
http://www.w3.org/1999/xlink/
http://www.w3.org/1999/XSL/Transform
These pages contain a short description and, sometimes, a link to the
corresponding specification.
Some of them point to RDDL documents, for instance:
http://www.w3.org/2001/XMLSchema
http://www.w3.org/XML/1998/namespace
Content negociation is performed for these URIs and, depending on how
your browser is configured, you can also receive other documents such as
a W3C XML Schema.
This makes my suggestion to give a URI for the "no namespace" stronger
:) ...
