Below are a couple of links to existing thesauri, taxonomies, and 
controlled vocabularies.

I do not know of any "standards organization" that creates taxonomies and I 
don't think you really want that.  Preferably, subject matter experts would 
be creating the taxonomies for their various domains.  Even with that, you 
need to discover whether the taxonomy was created to provide access to a 
specific content collection (in which case the taxonomy would have a design 
bias toward the content in that collection and may not be completely 
suitable for other uses) or whether it was developed to cover the entire 
discipline.
