I said it's a weak but useful *negative* predictor.
Things built mostly for or driven mostly by the military
tend to flop. Examples include CALS and Ada. The
obvious counter-example is the Arpanet which was
an important step on the road to the Internet, but
DARPA and DoD are two very different things, and
at no point was the Arpanet primarily of, for, or
