As the erratum currently reads, it deprecates all relative URI references in
namespace declarations, not namespace names. Regardless of its special meaning
in a namespace declaration, the empty string is relative URI reference that
should not be deprecated. I'm sure that wasn't the intent, but that's how it
is worded.
