I have seen articles that recommend not to use complexType. Is this still
an issue?
I believe the argument was because of its added complexity and common misuse

Yes.
Seriously, with the maturity of the Xerces2 implementation and the
ubiquitous use of XMLSchema types (in SOAP and WSDL), it has arrived.
