- From XML 1.0 [1]:

    "for compatibility":
    
    [Definition: Marks a sentence describing a feature of XML included
    solely to ensure that XML remains compatible with SGML.]

There is no technical reason why "--" is not allowed.  Because SGML does not 
allow (or at least does not like) the "--" construct, it has been forbidden 
by the XML grammar.

Did you read this in the XML 1.0 Recommendation [1]?  If so, just click the 
link surrounding "For compatibility" in the very text you have quoted: you 
will arrive at the definition of that term.
