Yes but this means that you must carefully structure your XSLT to allow
this. It would simpler to structure your xslt to allow the same
customisation directly by importing xsl stylesheets defining appropriate
attribute sets of fo properties.

If people know css and don't know xslt or xsl fo I am sure they find it
easier to use css, I agree.
