Really?!?!!?!  XML 1.0 first edition was published in 1998.  Surely
DTD's don't predate that.  So I'm not buying that statement either.


XML 1.0 Recommendation was published in February 1998.

Many of those who worked to create XML had used its (still existing) predecessor SGML which also had/has DTDs. SGML became an international Standard in 1986 so using DTDs (of the SGML type) was possible well before 1998.
