At least in Jaxen, we view variables as, well, variable.
Users use them to create sort of 'prepared-statements' that can
be parameterized upon evaluation.
We allow a user to swap out the VariableContext (the name->value
lookup index) between evaluations. But, we might be taking a
liberal view, because we also allow users to swap out the
FunctionContext and NamespaceContext at will.
