This may be important if parsing an XML document using DOM - for
example, one may want to "place" elements that are always/often accessed
(such as primary key values in relational database terms) near the top
of an XML document, or near the top of a content model within an XML
document for performance purposes.  (But since a tree for the entire
document needs to be built anyway, this may not buy you much in terms of
performance - just thinking out loud).
