No. Sorry surely the onus must be on the WG who are proposing to break
those documents to show that it is not a problem.

That is the problem. That the white space rules have changed in what is
claimed to be a minor version increase. The way to fix this is not to
change the white space, not to make yet more incompatible changes to
limit the damage.

But that was presumably a comment on implementing the NEL change, but
hiding the symptoms is the wrong approach.
