The recommendation from the Workshop was that a WG be chartered to
produce test data, collect use cases and identify requirements.
However, creating of a Working Group within the W3C is subject to
a vote of the Advisory Committee -- every member gets a vote.

Something to consider is that the Working Group, if formed, could
produce a conclusion that W3Cshould not specify a binary format for
interchange of XML.
