Following through from Rick's comments...
There's been talk of XML being an exception to Postel's law. Others say
there are (or should be) no exceptions. But XML isn't designed to be robust,
at least not on the level of syntax, so it neither is or isn't an exception,
because a principle of robustness simply doesn't apply. QED, RSVP.
