I believe you are referring to SOAP message routing. This concept has
been covered in vendor specifications for several years now, beginning
with WS-Routing[1], which was originally released in Oct 2001. Please
note that the functionality described in WS-Routing is now folded into
the WS-Addressing spec.
Where vendor specifications exist, some products usually follow - and if
those turn into open standards, a great deal of products might then
follow.
