Hi, quick survey of responses here, does it seem reasonable that in a government
publication(not U.S government) describing various standards as either ones that
should be abandoned, that are recommended, and that are accepted, that RPC
should be abandoned and that SOAP-based Webservices are accepted - using SOAP
1.1, and WSDL 1.1? 

Note that HTTP 1.1 is also accepted, and data integration with xml is
recomended, so I suppose REST is slightly higher than SOAP. Although not if I
ask anyone around here.
