I believe the answer here - as we are doing in OASIS CAM is to separate
context from data.
Data without context is just data - when you add context - you get
information. The more
context you have the better information. What this avoids though is
having to know
all possible permutations before hand - so simply specify the context
instances, and the
data constraints and then of course the use pattern is then the
factorial sum of those parts.
That's why your Mr Shannon talks in the way he does, and his examples
show that
really each has context - and knowing that context is vital.
Just to prove that when they first came to author dictionaries back in
the 1500's when
the printing press was invented - they really faced this and understood it.

1 : the parts of a discourse that surround a word or passage and can
throw light on its meaning
2 : the interrelated conditions in which something exists or occurs
