Requirements documents are normally published for review, though I'm not
enough of a process lawyer to go looking in the process document to see what
it says on the matter. Certainly the requirements documents for
XSLT/XPath/XQuery were published for review, and they have proved very
stable. 

The OP complained that the specs were taking too long to finish, and I
replied that this is in good measure a consequence of the fact that the
process is very open. If you want the specs more quickly, making the process
more open will not help.
