The RDF interest group list www-rdf-interest@w3.org is a good place to
ask RDF questions; there are no guarantees that all the answers will be
non-dumb, though :-)

Have you looked at the RDF Primer http://www.w3.org/TR/rdf-primer/ to
start with? (Technically it's not a book, but people are always
complaining about how long it is....)
