The definition of predatory behavior should be adjusted for the times.
Today the majority of the world's population doesn't hunt for food. Some farm,
some fish and many purchase food using money from bank accounts.
If you exploit the Internet to steal from someone's bank account (e.g., the
Citibank fraud at MphasiS), you can affect their ability to buy food or
medicine. Running up charges using stolen credit card information might
accomplish the same thing.
It's predatory behavior if, for personal gain, you put someone in the position
of being unable to purchase food and medicine. Or if you succeed in defrauding a
business, causing it to fail and people to lose jobs. Or use the Internet to
coordinate terrorist activities.
Misuse of the Internet is more than annoying behaviors. That's why IPSec, SSL,
certs, DSIG, XML encryption and other security technologies are unlikely to
diminish in importance.
