Or, at least, the plumbing will treat the text as if it were ASCII and 
the MIME media type will
have the default value of us-ascii. Fortunately, because almost all 
ASCII handling systems now use 8-bit characters preserve the 8th bit, 
and because almost all systems for XML don't take the encoding for XML 
from the MIME header or default, it is more a formal problem than an 
actual problem.
