I think what you might try is a 'profile' such
as http://www.imsglobal.org/question/qtiv2p1pd2/conformance/imsqti_lite_profile.xml
- essentially a formally define subset.
Personally I find OASIS CAM (see http://www.jcam.org.uk/ )
useful to create a subset, or just use the above example
or equivalent useful to you and add some prose to it.

In that case it might be better to develop my own "quick" version. I
will have to explain a small set of rules to the partner sites,
otherwise I need to explain this generic specification which is much
more complex.
I am thinking what is the best trade-off.
