With XSLT based skeleton you can use Schematron in any environment where
XSLT is supported. But it seems that you are asking for Schematron
validator that will be encapsulated in some class so you do not have to
run underlying XSLTs yourself.
There are several such "encapsulated" implementations. For example JNVDL
(http://jnvdl.sf.net) contains Schematron validator which implements
pluggable Validator API of JAXP 1.3+. For Python Schematron
implementation is shipped as a part of Amara toolkit and I suppose there
are similar packages for other languages.
Several XML editors directly support Schematron, for example XXE and
oXygen.
It seems that XSLT based implementation is good enough so there are not
many projects working on "native" Schematron implementation.
