You could think of xproc as replacing a "runme" shell script or batch
file, or a Makefile, that calls XSLT maybe multiple times.
For example
(1) run XSLT on the input with gather-parts.xsl
(2) run xinclude processing
(3) validate
(4) run XSLT on the result using simplify.xsl
(5) run XSLT again, using make-html.xsl
So, XProc is not competing with XSLT in any way.
