If the XML Recommendation had explained that the purpose of attributes
of type NOTATION was to represent the (simple) type of an element, they
could have become the foundation of XML schema languages. Instead,
they were inserted without explanation of any kind, and rotted into the
useless twisted mutant stubs they are today.
