And it's been a topic of discussion since before the web was layered
onto the Internet:  how to keep links from snapping.  It was STimBL's
primary insight or compromise in the practice of hypermedia:  let them
snap.  

Specifically in markup, it was discussed in context of the role of the
FPIs.  There is no mystery here; formal registration of names and
service contracts for resource maintenance.  OTW, you are storing
information in the clouds and we all know the song, "As the Clouds Roll
By".

This really is a key point about the internet.
By its very nature the relationships between URI, URL, and availability
are transient.

Where do we turn to when we want  a real long lasting document
identifier and some measure of commitment to archival ?
Unfortunately that is not what the internet really is ... but it is what
its often used for ... arg.
