form feed and other control characters 0-31 other than 9,10,13 are
  not allowed in xml 1.0 at all.

newlines can appear in the xml markup for attribute values (but produce 
a space in the value). Newlines can appear in the normalised value for 
an attribute (but have to be marked up as & # 1 0 ; or equivalent.

<a x="1
2"/>
is well formed with the attribute x having value "1 2"

<a x="a&#10;b"/>

is well formed with attribute x having value
"a
b"
