Why would a an entity served with applocation/xml mine type be parsed
with anSGML parser? (Not that web browsers have an SGML parser).

It is XML being used for its original purpose. XML served from the
server with a style specification and styled on the client. This is
exactly the use for which XML was created, even if it is not the most
common use of XML at present.
