Well. Then there's only One Right Way, clearly:

<Cost>
  <Dollars>
    <Hundreds>zero</Hundreds>
    <Hundredths>five</Hundredths>
    <Tens>zero</Tens>
    <Tenths>nine</Tenths>
    <Thousands>zero</Thousands>
    <Thousandths>zero</Thousandths>
    <Units>eight</Units>
  </Dollars>
</Cost>

Element names obviously depend upon language, as does text content.

Isn't this just *vastly* more clear? And all the elements are required 
to be in alphabetical order, so you can see if you've missed one!
