Here the relationship between the Amounts and the currency that applies to (labels) them is the immediate preceding sibling.

I would have no idea what that meant either.  If an article of commerce has more than one cost, it should be put in a separate Cost element with some distinguishing feature such as country.

When did you last see a duty free shop or an in flight magazine include country the price applied to on it's merchandise.
