I think it's the plumbing for Saxon and it seems to be tied in with Biztalk 2020, I have no idea how that integrates with Azure or whether or how the XSLT feature can be decoupled from it.

It would be Microsoft wouldn't it. They have an investment in BizTalk to protect. 

Microsoft providing XSLT 3?  That would be a big deal.  (Or does it just the plumbing to support a 3rd party tool?)
