19.645 table:first-row-start-column (deprecated)

Same issue as 19.644.

This attribute was deprecated in ODF 1.2, but according to the schema
this attribute is required on <table:table-template>. The text says that
attributes table:use-first-row-styles and table:use-first-column-styles
are to be used instead, but these attributes aren't available on
<table:table-template>, only on <table:table>.

My suggestion is to make this attribute optional and fix the schema with
regard to the others.
