Schematron and 'canDelete' in untranslated files

Schematron for XLIFF Core throws error when an inline element in <source> has ‘canDelete’ attribute set to “no” and there is no <target> (untranslated <segment>). 

 

Is it correct to consider untranslated files invalid?
