It's a Working Draft, and last I heard it was supposed to become a
recommendation (that is, be finalized) this summer.

Sure, but it wasn't expected to become a final recommendation until
much later. The public drafts have been put out so that people can
comment on them, and developing a standard like that takes its time.
 
| Are there existing stylers in the market?

Sure:

However, any stylesheets you write may well have to change to reflect
updates in the spec.
