You think correctly -- right now, XML 1.0 is the only approved XML
specification, and it does not mention namespaces (except to warn
people off using the ':' character).  Support for namespaces is not
required for XML 1.0 conformance.  Several related specs like RDF and
XSL have chosen to use namespaces because they provide good solutions
for otherwise-difficult problems, and the DOM will need to support
namespaces so that it can support RDF and XSL (among others).

Right now, no one is working on XML 1.1 or XML 2.0; when they do,
however (some time in the next millenium probably), the rapid
technical and market success of Namespaces so far suggests that they
belong the next-generation core spec.
