I would very very much like to have SML remain compatible with XML so that
SML can be procossed using existing XML tools without any change.
However, unless the cost of i18n name support is reduced much lower,
we can not support it. I just suggested the first possible solution which
breaks XML compatibility. This will result in some SML documents
which can not be converted to XML.

One other solution might be that we loosen the error-reporting requirement
so that the SML names must follow the same rules as XML names but
checking of invalid characters in SML names is not a well-formed constraint.
