It says, in section 2.8:
The productions later in this specification for individual
nonterminals (elementdecl, AttlistDecl, and so on) describe the
declarations after all the parameter entities have been included.
But that doesn't say that every occurrence of a string that looks like
a parameter entity reference is one. Sure, all the parameter entities
have been included, but by section 4.4 this isn't one.
Furthermore, it's clear from comparing production 10 (AttValue) with
production 9 (EntityValue) that those productions (which are *not*
"later in this specification" than the paragraph quoted above)
describe the literals before PE inclusion.
