The tradeoff is speed of getting new features vs
coherence of the system as a whole. Coordination
of services among the APIs to the applications
has to be maintained and therefore, the maturity
of the managing organization to justify changes
based on the requirements presented has to be
considered.
Apache will do a good job matching requirements
to features. The W3C will do a good job managing
the internalization of these into new spec versions.
The developers will want new feature and the managers
will want a stable, predictable system.
Have any of the organizations asked to be the new
spec owner, and if so, have they presented their
qualifications to manage it and adapt it?
