This simpleType structure is from the latest schema revision [1], whereas
with the earlier revision [2], this declaration should appear:

    <simpleType name='IntegerList' base='ineger' derivedBy='list'/>

> <foo xmlns:xsi="http://ww.w3.org/1999/XMLSchema-instance"

If you are using the newer revision your instance should utilize the schema
instance namespace "http://www.w3.org/2000/10/XMLSchema-instance" instead of
the older one.  If you do use the newer standard, I do not believe that
Xerces will validate it yet-- as it is very new.  You will have to use the
online version of XSV [3].
