The pendulum swings back and forth. I've seen more than one instance of a
radical shift of direction due to government-mandated software and
standards. In one case, we had to port an entire application suite to a new
programming language. In another instance, over a million documents (and
related software) were redone.
Perhaps the more relevant question is "what's the objection to advancing XML
as an ISO standard?"
Why should XML be excluded from a path that we've taken with SGML, SQL, VRML
and a variety of programming languages?
There will be W3C activity on XML for years to come, so I don't see
standardizing XML as affecting the W3C's role as an incubator of new
versions.
