It should be remembered that ISO administers a much 
larger set of standards for many domains of technology  than 
the W3C.   While we are focused on web tech here, that 
is just a small piece of the technical world.  ISO has to 
deal even handedly and fairly with all of these domains 
but when given a chance, tries to accommodate existing 
practice.  VRML insisted on free specs and ISO was 
happy to oblige.

Apparently no longer true:

1. The first link is the ISO standard specification (International Standard
ISO/IEC 14772-1:1997)

2. The second link describes task groups working on updates to the
specification, interfaces and community and open source code (SDK and test
suites).
