Many of the characters in the latin 1 range appear that way if your XML
file is in the default UTF-8 encoding, and you look at the file in an
ASCII editor.
So most likely it's OK and any XML application will recognise that as a
pound. If you want to see it in latin-1 encoding, use
<xsl:output exncoding="iso-8859-1"/>
