It does worse than that. It states that the document obtained by deferencing
the URI (which it states must be a URL) provides instructions for how to
process the elements. That's a new one for me. It also indirectly implies
that the prefix used has some magic meaning. Note for instance that it
states that the "xmlns:xsl=..." namespace declaration tells the parser that
it can find an Extensible Stylesheet Language document at the end of the URL
which can be used to process the XML.

This definition is so far off and so very wrong on so many counts that I
can't help but wonder if this isn't some malicious joke.
