Yes, that would be okay, but as the responsibility for uniqueness is shifted from the
ID to the xml:id, the system is still going to have to cope - none of the old
documents have xml:id, so documents would need to be considered in the context of the
DTD as it was at the time. It's still a change to the DTD, the system and possibly
the users' applications.
