Yes of course, but good practice in choice of names is at a completely
different level to discussion of what the meaning of an element name is.
It's the same with namespace names. Any proposed meaning for namespace
names has to encompass both good and bad names, whatever that may mean.
Saying that a namespace is (or is uniquely associated with) the resource
identified by the namespace name if used as a URI reference fails this
test.
